There are some carparks on the esplanade where you can free camp.
Not the best places but close to the beach with toilets.
NOTE: Freedom camping is no longer permitted in Hutt Valley. Illegal camping may attract a fine. There are a couple of sites nearby, one is an attractive DoC site which casts $10/adult. Other options in web link.
